Hizbut Tahrir Indonesia is scheduled to host an international seminar on khilafah (Islamic state) on Sunday in Jakarta.

It is the kind of life once advocated by Prophet Muhammad and later by Khulafa'u al-Rasyidin and other khulafa.

As one of the ways to unite Muslims, the concept of the khilafah seems amazing. The problem, however, is whether the concept of Khilafah Islamiyah can be implemented today, when the situation is very much different from the past.

Differences in understanding of the teachings of Islam among Muslims themselves has led to enmity, with each school of thought lacking the spirit of tolerance, so that Muslims now no longer possess political and economic strengths. In reality, Muslims also greatly depend on advanced countries, the majority of whose populations are non-Muslim. This, certainly, will be a very big hurdle for the reunification of Muslims.

In addition, there is also the problem of state sovereignty, which must be respected, and the different spirit of nationalism among Muslim countries.

On the face of this problem, the concept of Khilafah Islamiyah is believed to be very much out of date. The challenges posed to Muslims today and the situation they are in now are highly different from those in the past. Worse still, cultural differences must also be taken into account.

There is a strong impression among less enlightened Muslims that recapturing the glory once enjoyed by Muslims is tantamount to returning to the very life and culture prevalent during the time of Prophet Muhammad. Such a notion is obviously in contradiction with the basic character of life, which is full of dynamism and always seeks improvement of the system and culture for the future. Islamic teachings greatly emphasize the significance of improving life for the sake of the future. Wasn't the appearance of the Prophet Muhammad meant to introduce changes in the jahiliyah (ignorance) era?

Many of the more pressing problems that Muslims are facing today have arisen particularly because the process of democracy is yet to run well, and also because there are many practices of corruption, collusion and nepotism in Islamic countries.

As long as democracy can develop well, constraints in the way of improvement will be easy to overcome as everyone is free to give their ideas. Even a ruler will be easy to control, especially when mistakes are made. Policies harming people's interests will be quick to be put right as the people's participation is very much appreciated in a well-running democratic system.

Some of these weaknesses have made Muslims lag behind in various areas so that they are dependent on non-Muslim states, which are more advanced and are creating the culture of today.

In principle, Islam itself never bothers about the form of a government. The caliphate system prevailing in those days should be viewed as the best choice for its time and is not something that must be precisely imitated.

At present, the best choice of government may be a kingdom or a republic. One thing should not be forgotten, though, disunity among Muslims also took place during the caliphate era. The sadistic murder of the third caliph, Ustman bin Affan, by rebels while he was reading the Koran is one of the black stains in the history of Islam.

Therefore, efforts to drag Muslims back to ancient times, which, for some Muslims, are considered a solution to overcome the identity crisis among Muslims today, are clearly a step backward. The notion that Khilafah Islamiyah is in conformity with the Islamic understanding of kaffah (totality) is also questionable.

In the same way, the Islamic understanding that kaffah means imitating precisely the life of Prophet Muhammad and implementing Islamic teachings as written in the Koran and hadith must also be questioned. Problems arise in this respect because many parts of Islamic teachings are conditional in nature.

Take, for example, the Prophet's instruction to set ablaze the houses of those refusing to take part in a mass ritual prayer in a mosque. You can easily imagine how many houses would be burned if this instruction was followed to the letter and how many Muslims would be involved in conflict with one another because of this instruction.

In Indonesia, in particular, the concept of Khilafah Islamiyah, which fights for the implementation of Islamic canon law, will certainly add fuel to the existing controversies and then resistance will not come from Muslims alone but also from non-Muslims.

The Khilafah Islamiyah concept, which is expected to be able to reunite Muslims, may instead further encourage separatism, which is now showing signs of developing in Indonesia. If later this concept leans toward the establishment of an Islamic state, non-Muslims will certainly see it not as part of the Indonesian struggle.

Idris: ...
I've lived in UK all my life, its the oldest democracy. It has too many faults to mention here, but the biggest flaw is that you elect every 4 years a person to make decisions to influence the direction of your countries future. They pass legislation according to how they feel. Humans can make right decisions but also wrong decisions. Democracy is always open to infiltration by the wrong-doers across the spectrum. Hitlers Nazi Germany came to power through democracy. Morality and decency is constantly being attacked by democratically elected rule changers. In the past here in the UK interest (riba) was illegal for the christian populus, so was same-sex marriage or relationships, but through the democractic process we see these things as normal and acceptable here today. It may be what some people that have been elected to power want, but its not what all the public want, laws are pushed through and you can only change the direction every four years. One persons good could be another persons bad. We are currently in an election stage here and today its all down to how your personality and looks, and also who the media tycoons running the press support. These elected officials don't refer to any guidance just there own desires and those who have influence on them such as there family members and friends and dangerously their paymasters. Please be careful and practice and stand up for the good that is Islam and fight against all that is wrong at home first and in our society. Allah's help is with us always.

Milestones: lie..lie
Regarding the authors comment that the prophet (SAW) instructed us to burn house is a lie and i suggest that he reads the following hadith with its context and in nowhere is there instruction to burn houses...typical..any chance to undermine the KHILAFAH CALL - the hadith shows the importance of congregation prayer in the mosque. may peace and blessings be on our beloved prophet (SAW).

Abu Huraira narrated that the Messenger of Allaah said "The heaviest salaat for the hypocrite is that of Isha'a and Fajr and if they knew what was in them they would have attended them even if it meant crawling, and I have a strong desire to order the salaat to be established, then order a man to lead the people in salaat then I would go with some men carrying bundles of wood to a people not attending the salaat and burn their houses on them." Agreed upon by Bukhari and Muslim, and this was Muslim's version.

Zafar: Democracy-the government of the ancient Greeks
Democracy is the one system which is actually out of date, its roots can be traced back the ancient Greeks who invented this system of governence few hundred years before Islam was revealed to Muhammad sallahu wa alaihi wa salaam. Yazid, read the history books before making such erroneous statement.

Indonesia, Malaysia, Pakistan, Egypt, Jordan all practise democratic form of government and have democratic elections, yet they are never united.

Muhamad Abdullah: Your writing will be an evidence on Judgemnet Day
Assalamualaikum Bapak Yazid,

Remember Yazid, whatever we wrote for the consumption of the public will be an irrefutable evidence in front of Allah on Judgement Day. Think of the people who will be influenced by our views. Adakah kita sanggup menambah saham neraka?

ADAM KHAN: WE'VE ALREADY BEEN HERE!!

Mohammad Yazid, appears, hopelessly out of touch with the intellectual trajectory of Islamist movements over the past few decades.

The arguments he has submitted against the Caliphate are the same ones thrown at muslims by the Bathists/modernists in the Near East in the sixties and seventies (of the previous) western century. Mr Yazid will realise that his arguments were (originally) developed by Orientalists to undermine muslims confidence in Islam as a (viable) way of life,, which, took some time to refute . . . but, refuted they were. That is why Bathism and their modernist bretheren lost the battle of ideas with political Islam.

As for DEMOCRACY, Mr Yazid needs to appreciate the debate in the United States and UK for an up-to-date understanding of the condition of democracy. The US Patriot Act removing habeas corpus, Guantanamo Bay, Tony Blairs 'Dodgy Dossier' on Iraq's (non-existent) WMD, judicial whitewash that is the Hutton Inquiry, daconian legislation targetting mosques and the muslim communities and the political drive to have unlimited detention of muslims on the merest suspicion of terrorism.

Mr Yazid needs to (quickly) read up on modern history relating to political Islam and then get a (reality) check on what is happening around him. This will be far better than dredging up dicredited (and refuted) arguments that are several decades old.

Ali: Democracy nothing to do with Deen
Democracy as a system emanates from the rejection of religion, except in private matters. In a Democracy nothing is Sacred (except Democracy) and everything can be insulted and rejected. It is not by accident that every single democratic society in the World today are the most decadent when it comes to relations between Men and Women, and where peoples honour means nothing and where even the Prophets of Allah (as) are insulted.
How can a Muslim not see that this is far from Islam and if we introduce Democracy to the Muslim World then we will see the same problems that we find in Western countries.

Humayun: Quisling
Labeling Khilafah as 'the kind of life once advocated by Prophet Muhammad and later by Khulafa'u al-Rasyidin and other khulafa' in one hand, and suspecting 'The notion that Khilafah Islamiyah is in conformity with the Islamic understanding of kaffah (totality) is also questionable.' depicts the contradiction. But what is clear, at least, is his failed effort to 'democratise' Muslims in Indonesia as well as all over the world. This kind of pseudo intellectuals relying on their masters' voice are the glaring examples of the quislings, often the byproducts of so called Muslim lands rulled by other than Islam. Lastly, it reminds us all to hold fast to the rope of Allah.

Some people clearly need to seek knowledge before they comment. Islam has a clear system of an elected and accountable government that is the Khilafah.

May Allah guide us all.

Such negativity towards the desire and aspiration towards the implementation of
the laws of the creator of the universe. what false desire towards a utopian democracy
that doesn't even exist in the enlightened western countries. I guess the writers name says it all.

salam, the writer states quiet a bit about the problems that could result for the khilafah state(insha-allah) from backwardness, interpretation, unprogressiveness and so on,may i remind myself and others that the so called democracy he is yearning for is far more outdated than the khilafah state, now would that not be a step backward and result into non-progressiveness and so on.we need to understand that ALLAHswt did not leave us to our desires to seek a political system on the contrary ALLAHswt explained through HIS(swt) messenger how we should conduct our lives individually and in the form of a government.(allah-hu-alam)wasalam
