Hizb ut-Tahrir: Tunisia needs the Khilafah system, not just a change of ruler

Hizb ut-Tahrir has been present in Tunisia for the past 30 years. The demonstrations that triggered the overthrow of western puppet Zine Al Abedine Ben Ali included calls for Islam and Khilafah, and against capitalism and colonialism. This leaflet was widely distributed by Hizb ut-Tahrir in Tunisia, accompanied by speeches in mosques across the country.

In the name of Allah, the Merciful the Compassionate

 

يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ

 

O you who believe! Obey Allah and the Messenger when he calls you to that which gives you life.

The spark for this crisis was triggered on 17.12.2010 in the town of Sidi Bouzid, one of the forgotten provinces at the center of the country. Its flames spread to cover the remaining cities of the province, and then the outcries of protest reverberated from the most important cities in Tunisia, this is notwithstanding the events of Al-awdh Al-manjami in 2008 and the events of Bin Firdan in 2010. All of these reveal the negligence of the regime in looking after the people’s affairs in the way Islam requires, namely with justice and perfection.

We have and still witness the injustice of the regime imposed upon the people; repression, oppression and false promises. After twelve days the regime reared its head reminding the people of its gratitude to them in serving some of their needs, adding nothing more than promises of decent life and wishes of prosperity that it claims will come (empty promises) through the measures applied throughout twenty three years, even though they produced nothing.

Then the regime threatened anyone tempted to protest or account it. Previously, it launched a media fanfare to praise its “good achievements,” and curse whoever objected or accounted what it called “the patron of graces.”

This regime has placed Islam behind its back and threw itself into the arms of the West, the colonialist unbeliever, accepted its dictates, and adopted its policies from which it did not deviate, claiming these are its own ideal choices that will take us to the ranks of the advanced nations, boasting that Tunisia has been praised by the international organizations and European countries. He forgot to remember that those organizations and countries only praised their own system and what they proposed for our country are designed to serve the interests of their companies. These companies only came to our country and other Muslim countries to take advantage of our wealth and sap the energies of our sons whom this criminal regime prepared by a corrupt and failing educational system stipulated by the International Monetary Fund through loans that burdened our shoulders.

Dear Muslims:

The unemployment, hardship, disregard, corruption, gagging of the people, economic hardship, domination, bribery, nepotism and opportunism amongst other things, are only manifestations of one malignant disease and the ugly faces of a terrible latent outcast devil, clever in changing its colour and shape. What happened to our country, our people and in particular, our young people (since the French colonized us till today), was nothing except the malicious fruit of the incorrect and inherently corrupt capitalist system that contradicts the doctrine of Islam. And Allah (SWT) says:

[ومَنْ أَعْرَضَ عَنْ ذِكْرِي فَإِنَّ لَهُ مَعِيشَةً ضَنْكًا وَنَحْشُرُهُ يَوْمَ الْقِيَامَةِ أَعْمَى].

[And whoever turns away from My Reminder, he will have a life of hardship, and We shall raise him on the Resurrection day as blind].

So, do not be tempted with the crumbs or patchwork solutions presented to you, for they are only alleviators and distractions; if it succeeded it will only ease some of your pain for some time, but the crises will soon return, just as before.

Dear Muslims:

You have a Gentle Lord Who knows that which is good for you:

[ ألا يعلمُ منْ خلق وهو اللّطيف الخبير].

[Does not the One Who creates know, and He is The Gentle and All-Knowing].

You have a Merciful Lord who did not leave you ignored or lost; so He revealed to your prophet Mohammed, peace be upon him (as a mercy and guidance) a system from Him to follow so that you do not go astray or suffer. Allah says in His Holy Book:

[ فَمَنِ اتَّبَعَ هُدَايَ فَلَا يَضِلُّ وَلَا يَشْقَى ].

[And whoever follows My guidance will neither go astray and nor will suffer].

It is no longer a secret to anybody that the unjust and rotten capitalist system generates, by its nature, acute crises and poverty through the accumulation of wealth in the hands of the elite minority. It is now obvious that the World Bank and its solutions through its delegates (who hardly leave our country) as well as the stipulations and dictates of the European Union are the source of the crises and destruction. Furthermore, they bring rancour to the country and the people wherever they have been allowed to interfere.

It is only the great Islamic deen, with its just divine rulings that emanate from its pure and clear doctrine that guarantees the basic needs of individuals and the community. It is it alone that guarantees the eradication of poverty, unemployment and corruption by a state that applies it; where its ruler is the real caretaker of the affairs of the people, without being distracted from this caring by anything.

Our ruler would not feel satisfied while the Muslim sons are hungry. May Allah have mercy upon Al-Farooq, Omar bin al-Khattab when he swore in the year of Ramadah (Year of Famine) that he would not taste the food till the young Muslims are satisfied!

He will not feel happy while the Muslim children are screaming of the oppression and suppression by Muslim rulers and officials. He will not sleep in his palace while Muslim sons throw themselves in the sea to escape, and one of them set fire to his body because of suppression, while the rest are beaten or killed.

The solution lies in the State of Islam, where there is no immunity to a President or a subordinate. In the Khilafah state, the Khaleefah of the Muslims is held accountable and tried before the Court of the Unjust Acts, the same as any of his governors or his assistants, if they wronged the people or violated the divine rulings or neglected the affairs of the people. It is a state in which the rule of Allah is above everyone.

Allah the Almighty said:

{إِنَّا أَنْزَلْنَا إِلَيْكَ الْكِتَابَ بِالْحَقِّ لِتَحْكُمَ بَيْنَ النَّاسِ بِمَا أَرَاكَ اللَّهُ وَلا تَكُنْ لِلْخَائِنِينَ خَصِيمًا}

{Verily We have revealed to you the Book in truth to judge between people with that which Allah showed you, and do not be defendant of the renegades}.

We, from Hizb ut-Tahrir call upon you and invite you at this time to stand for Allah, where we worship Him without associating any partners with Him, and do not obey other than Him, and do not follow except that which He decreed for us, and remove the corrupt capitalist colonialism and its agents from our country by force such that they never return!

It is time for anyone of you that has the gift of sight to understand that the radical solution (to the situation which this system has wrought) is to work with us to establish the rightly guided Khilafah state, in which our country lives beside other Muslim countries under the banner of the Uqab.

[ يَا أَيُّهَا الَّذِينَ آمَنُـوا اسْتَجِيبُـوا لِلَّهِ وَلِلرَّسُـولِ إِذَا دَعَـاكُمْ لِمَا يُحْيِيكُمْ وَاعْلَمُـوا أَنَّ اللَّهَ يَحُـولُ بَيْنَ الْمَـرْءِ وَقَلْبِـهِ وَأَنَّهُ إِلَيْهِ تُحْشَـرُونَ ]

[O you who believe, obey Allah and the Messenger when he calls you to that which gives you life, and know that Allah comes between a man and his heart and that you will return to Him].

    Assalaamu Alaikum,
    Allahu Akbar, may Allah Ta’Alaa make the call for Khilafah spread in the hearts and minds of the Muslims.
    I would like to make a quick point about the last line of the leaflet ‘in which our country lives beside other Muslim countries under the banner of the Uqab’. This may not be the best translation inshaAllah and the meaning has changed from what it is meant to be, and Allah knows best. It should read ‘in which our land (not country) lives with the other Muslim lands under the banner of the Uqaab’ as in the Khilaafah we do not have countries living side by side but rather Wilayaat living in unity under the Khilaafah.

    Assalamu alaikum, Please explain the Islamic ruling with regard to the protection of the innocent in the holy cities of Mecca and Medinah.Is the custodian of the two (Should be three) holy mosque allowed to harbour the criminals from Tunisia/Uganda/Pakistan and other Muslim countries.

    All beautiful ideas, the Khilafah, the miracle pill for the ills of the Islamic world. But is it all that HT say that it is? Islamic history has shown time and time again that the Muslim Khilafah has been as corrupt, as tyrannical, as oppressive and as morally bankrupt as the West sometimes is. I’m sorry to say, this is the nature of politics. It is not the system of Khilafah that is the answer, it is an inner revolution in morals on an individual level that is. I’m sorry to say, politics will never save the Islamic Ummah as quickly and as comprehensively as individual moral transformation will. As far as this banter against the West that they are the great Satan, I don’t buy it. The West is a tool of Allah used by Him in much the same fashion as the Mongols were used to humiliate the Abassid Empire. We are reaping the consequences of hundreds of years of Arab arrogance. National moral violations do not exist in a vacuum. Nations, like people, are punished for sins.

      It would be most illuminating to gauge your viewpoint as regards the Hudood punishments mentioned in the Holy Qur’an – i.e., are they to be applied by individual Muslims on the guilty criminals or are they to be applied by a State upon the guilty criminals?

      If you advocate the former, then there should be no outcry when a certain Governor is gunned down by an individual. If on the other hand you advocate the latter then you would need the Khilafah. This is because the Ayahs of the Qur’an relating to many aspects of societal regulations are addressing those in positions of ruling (Khaleef, Wali, Governor, etc).

      Nafi’a (RA) reported: “Abdullah ibn Umar (RA) said to me that he heard the Prophet (saw) saying: ‘Whosoever takes off his hand from allegiance to Allah (swt) will meet Him (swt) on the Day of Resurrection without having any proof for him, and whoso dies whilst there was no Bay’ah (allegiance) on his neck (to a Khaleefah), he dies a death of Jahiliyyah (ignorance)’.”

    Assalaamu Alaikum wa Rahmatullah,
    My dear brother Abdul Raouf, although some of the points you have made contain some truth your conclusions are unfortunately very wrong. The point is that Allah Azza wa Jalla revealed to us a complete Deen through the noble Prophet (saw). This Deen contains solutions to all problems His (swt) creation would face. These solutions are rules that Allah Azza wa Jalla has commanded all Muslims to make sure that they are all abided by in this life and implemented. The way that He Azza wa Jalla has ordered us to do this is through the establishment of the Khilaafah where we give Bay’ah to a Muslim ruler to implement Islaam upon us and we would hear and obey him as long as he does that. It is true that the Muslims are in a bad time today as we were in the past and we accept that this is Allah’s will however we will not remove ourselves from the anger of Allah (swt) unless we return to him and fulfill all of our required obligations inshaAllah.
